New homes for Kineton Road

Proposals

Richborough is preparing an outline planning application for around 300 new homes on land east of Kineton Road.  The proposals below are subject to a pre-application engagement before finalising and submitting a planning application to Stratford-upon-Avon District Council.

Because this is only an outline planning application, which seeks to agree the development in principle, if it is granted planning permission, it requires another reserved matters planning application in order for the homes to be built. It is at the reserved matters planning application stage where the detailed designs would be presented.

The Site

The site is located to the south east of Kineton road, and is bounded by allotments to the north and existing homes to the west. The site is not located within or near the Green Belt.

The site is allocated for potential residential-led development as safeguarded land within the Wellesbourne and Walton Neighbourhood Development plan which was approved by referendum in 2018 by 93%. This means hat is an evidenced need for housing is demonstrated locally, the site could be brought forward for housing.

Design and Landscape

At this stage of the design process, the development will include around 300 new family homes, with a mix of bedrooms ranging from one-bedroom to four-bedroom homes. Subject to a landscape assessment, these homes will range from two to two and half storeys. 

The future design work will use precedents from nearby existing buildings to reflect the architectural style of Wellesbourne and the wider South Warwickshire area. Subject to discussions with officers at Stratford-upon-Avon District Council, any future reserved matters planning application, which will be prepared in accordance with local policies, will focus on the materials, details and character.

As part of the landscape strategy the design will contain areas of public copen space, delivering parks, gardens and natural greenspace, including enhancing the existing orchard on site. In addition, a children's play area will be provided.

Environment

The development will deliver a minimum of 10% biodiversity net gain as required by national legislation. To protect and enhance the ecological value of the site, design considerations will be integrated from the outset. This could include:

  • Incorporation of a range of bat and bird boxes on or within new structures and trees, to provide new roosting and nesting opportunities;

  • Incorporation of a range of natural habitat features into the open space such as hedgehog houses, reptile refugia, log piles, invertebrate ‘hotels’ and compost heaps; and

  • Fencing to include the provision of gaps at their bases to allow for the dispersal of hedgehogs and other small mammals throughout the created gardens and open greenspace.

The site lies within Flood Zone 1, meaning that it is an area with the lowest probability of flooding. Subject to a flooding risk assessment and the design process, the drainage strategy is expected to include a drainage pond on the site with a drainage swale allowing water to flow into the stream to the north.

Sustainability

The new homes will be designed to the Future Homes Standard 2025, which will reduce their carbon impact and cut energy bills for future residents. The buildings will be powered electrically, with heating likely to be through air source heat pumps (ASHP’s) and a proportion of the energy demand from solar PV.

To further encourage travelling more sustainably, each new home will include an electric vehicle charging point (EVCP), helping with the switch away from petrol and diesel vehicles.

The development will enable improvements to the existing footways into the town centre and each dwelling will be equipped with secure bicycle storage and electric vehicle charging points.

There is also a bus stop on either side of Kineton Road immediately adjacent to the site, offering bus connections to Leamington Spa, Gaydon and Stratford via the number 77.

Highways

Vehicular access to the site will be provided from Wellesbourne Road via two new priority-controlled T-junctions with appropriate measures for driver visibility. The development will also enhance the pedestrian and cycle access to the existing Public Right of Way on Kineton Road.

As part of the planning application, we will submit a Transport Assessment to understand the impact on local highways. This will be forecast using data from the nationally recognised TRICS database and Census data on key local routes.  

Measures will be put in place to support and promote the use of active and sustainable travel to limit the impact of vehicle traffic. Following discussions with officers at Warwickshire County Council, physical mitigation provided could be provided at local junctions on the site and could be subject to financial contributions to local infrastructure.  

It is a 7-minute walk and 2-minute cycle from the proposed pedestrian and cyclist access of the new homes on Kineton Road to the centre of Wellesbourne, which is well-catered for local services.
